CONSTITUTION AND BY-LAWS

CONSTITUTION

ARTICLE I – NAME

The name of this organization shall be the FERNLEY GOLF CLUB

Location: 4000 Farm District Road, Fernley, NV 89408. FERNLEY GOLF CLUB is a member of NORTHERN NEVADA GOLF ASSOCIATION.

ARTICLE II – MEMBERSHIP

Members of the Club shall be composed of men and women golfers, who remain in good standing through the regular payment of Club dues. Members must be at least fourteen (14) years of age.

ARTICLE III – OBJECT

The purpose for which this Club has been formed is to promote the sport of golf

in Fernley and surrounding communities according to these By-Laws and the

USGA rules of golf, and to foster among the members a closer bond to promote

and conserve the best interests and true spirit of the game of golf as embodied in

its ancient and honorable traditions.

ARTICLE IV – OFFICERS/BOARD OF DIRECTORS

The officers of this Club shall be the President, Vice President, Secretary/Treasurer, Handicap Officer, Membership/Social Officer and Tournament Officer.

Term of office shall be calendar year, January 1st thru December 31st with election of officers held during the October general meeting.

The above listed Officers shall constitute the Board of Directors.

ARTICLE V – MEETINGS

A monthly meeting of the Board of Directors, open to the general membership, shall be held the first Wednesday of each month. Special meetings may be called at the request of the President on any regular day of play at the clubhouse by notification to the general membership advising time and location, by e-mail, fax, mail or telephone.

ARTICLE VI – AMENDMENTS

The Constitution may be amended by a quorum of one-third of the members being present at any regular or special meeting, provided the proposed amendment has been sent to all the members by e-mail, fax, mail or telephone.

 

 

 

 

BY-LAWS

ARTICLE I – MEMBERSHIP RIGHTS AND PRIVELEGES

A member with dues paid up to date shall be in good standing and shall be entitled to vote at all meetings of the Club, and to participate in all Club events upon compliance with all adopted regulations.

All members participating in any tournament must have an established USGA Handicap and must be a member in good standing.

All members must record all scores as directed by the Handicap Officer.

Membership is valid for a period of one year, period being from January 1st to December 31st. Dues, in an amount voted on by the general membership in October, shall be payable for the Club year without pro-ration.

ARTICLE II – DUES, FINES, CHECKS AND DRAFTS

The annual dues for each fiscal year, beginning on the first of January, shall be determined by vote of the general membership in October of the preceding year. Dues are due January 1st and delinquent February 1st.

Dues are a combination of NNGA handicap fee and Club annual dues for full members and Club annual dues for associate members.

Checks and drafts, when duly authorized, shall be signed on behalf of the Club by an officer of the Club.

ARTICLE III – MEETINGS

Meetings of the Club may be held at the clubhouse or any place set by the President with proper notification to the Club membership by e-mail, fax, mail or telephone.

The regular annual meeting of the general membership, for the purpose of election of officers, shall be held at a designated place in October of each year.

A monthly meeting of the Board of Directors, open to the general membership, shall be held the first Wednesday of each month.

Notices of general membership meetings whether by e-mail, fax, mail or telephone, shall state the date, place and hour of the meeting in advance of the meeting time. Notice of special meetings shall set forth the general purpose of the special meeting.

One-third of the members in good standing present for any meeting shall constitute a quorum for the transaction of business.

Every member in good standing shall be entitled to cast a vote.

ARTICLE IV – AMENDMENT OF THE BY-LAWS

The By-Laws may be repealed or amended or new ones adopted by a two thirds vote of the members present at the meeting, provided that there is a quorum of at least one-third of the members, and provided that the proposed amendment has been sent to all the members by e-mail, fax, mail or telephone and read at a previous meeting. A copy of the existing By-Laws and proposed revision will be made available to each member prior to voting.

ARTICLE V - DUTIES OF THE OFFICERS

PRESIDENT: The president shall have general supervision over the affairs of the Club and its officers and the provisions of this Constitution and these By-Laws. He/she shall preside at all meeting and appoint all committee chairmen. He/she shall be the Ex-officio Chairman of the Invitational Tournament when held by the Club.

VICE PRESIDENT: The Vice President, in absence of the President shall perform all the duties of the President. He/she shall perform all other duties as the President may assign him/her.

SECRETARY-TREASURER: The secretary-treasurer shall keep a record of the proceedings of the Club and the minutes of all meetings of the Club. He/she shall have general charge of the books and accounts of the Club. He/she shall receive and collect all monies due the Club and shall deposit monies in the depository designated by the officers. He/she shall perform all other duties as the President may assign him/her. His/her records are to be audited at the end of each calendar year by a committee appointed by the President.

HANDICAP OFFICER: The handicap officer shall supervise and maintain the handicaps of club members either through the computer program or manually. He/she shall obtain GHIN numbers for new members and be responsible for deleting old non-current members off the computer. He/she shall assist membership with a recording of handicaps, review handicaps, and make any adjustment to handicaps as provided by the rules of USGA. He/she shall be the club coordinator for the computer. He/she shall perform all other duties as the President may assign him/her.

MEMBERSHIP-SOCIAL OFFICER: The membership-social officer shall encourage new members to join the Club. He/she shall host potential new members at Club play. He/she shall arrange social events for the Club. He/she shall perform all other duties as the President may assign him/her.

TOURNAMENT OFFICER: The tournament officer shall set up the tournament schedule with the Director of Golf. He/she shall advise the membership of tournaments scheduled and formats for each day of play. . He/she shall perform all other duties as the President may assign him/her.

 

ARTICLE VI – ELECTION OF OFFICERS

The President shall appoint a nominating committee, consisting of at least two (2) people, in August of each year. Said committee shall present its slate of officers to the Board of Directors at the September meeting. At the election in October further nominations may be accepted from the floor. New officers shall take office effective January 1st of each year.

ARTICLE VII – PLAY

Club play shall be according to the rules of the United Stated Golf Association with such local rules as are in force and published on the course, and any other modification which the Club may adopt from time to time. The maximum handicap allowed in any eighteen-hole competition shall be 36 for Men and 40 for Women.

Scores must be attested, signed and dated and left with the Tournament Committee after each Tournament play.

Guests are welcome to play and are eligible for prizes one time only before joining, provided they have current GHIN cards

PLAYER CHANGING CLUBS: A player coming from another club should provide the handicap officer a record of his/her last minimum number of scores as provided by the USGA rules together with the course rating and slope or provide his/her current GHIN card. If a player’s record is unverifiable, he/she shall use his/her last handicap as evidenced by a handicap card form his/her former club until he/she as a revised USGA handicap.
